The Syrian Air Force has been accused of repeatedly carrying out indiscriminate air strikes against civilians.
A new report by the campaign group Human Rights Watch says in some cases government forces deliberately targeted civilians from the air.
It claims that more than 4,300 civilians have died across the country since July 2012.
