Legislation to set up the new Shannon Group will be published this month.
The long awaited document will see the new Shannon Airport Authority take over control of the running of the airport and other services, and was initially due last year.
Shannon Senator Tony Mulcahy says he's received a commitment that it will be made public in the coming weeks and enacted in June.
In recent weeks, chambers of commerce in Ennis, Shannon, Galway and Limerick had joined forces in saying the new law needed to be passed urgently.
