The government is oppose the bill from Clare Daly, but it's understood that many within Labour are refusing to block it.

The Dail is due to debate the Bill today, ahead of a vote next Tuesday.

It won't pass, as Sinn Fein will abstain and Fianna Fáil will give a free vote.

However it's understood some in Labour also want a free vote,  with up to half of its members hoping to support it.
