Addressing a high-profile aviation summit in Dublin today, Minister Shane Ross said it was unfortunate that Norwegian Air Group is still waiting for a permit from officials in the US.
The airline's Irish subsidiary is looking to begin transatlantic flights, including on a route between Shannon and Boston.
However, their application has been held up amid claims that they are looking to undermine the conditions of workers.
