Best spent the last few months of last season on loan at Sheffield Wednesday, scoring five times in 13 league games.
Meanwhile Chelsea have loaned midfielder Oriol Romeu to Bundesliga side V-f-B Stuttgart for the season.
The Spanish midfielder joined the blues in 2011, but spent last season on loan at Valencia.
